New PBMH Quote Game - Cipher

Here's the next installment in the PBMH Quote Game. This time it's a cipher you need to decode. As before, once you figure it out, send me the full quote, the episode it was said and the person who said it (email me at clarissa@prisonbreakmanhunt.com).
